What is a “Smart City”
In the approach to the Smart Cities Mission, the objective is to promote cities that provide core infrastructure and give a decent quality of life to its citizens, a clean and sustainable environment and application of ‘Smart’ Solutions. The focus is on sustainable and inclusive development and the idea is to look at compact areas, create a replicable model which will act like a light house to other aspiring cities. The Smart Cities Mission of the Government is a bold, new initiative. It is meant to set example that can be replicated both within and outside the Smart City, catalyzing the creation of similar Smart Cities in various regions and parts of the country.
The core infrastructure elements in a Smart City would include:

  • Adequate water supply
  • Assured electricity supply
  • Sanitation, including solid waste management
  • Efficient urban mobility and public transport
  • Affordable housing, especially for the poor
  • Robust IT connectivity and digitalization
  • Good governance, especially e-Governance and citizen participation
  • Sustainable environment
  • Safety and security of citizens, particularly women, children and the elderly
  •  Health and education
  1. Smart City Features
    • Promoting mixed land use in area-based developments
    • Housing and inclusiveness-expand housing opportunities for all.
    • Creating walkable localities.
    • Preserving and developing open spaces
    • Promoting a variety of transport options
    • Making governance citizen-friendly and cost effective
    • Giving an identify to the city
    • Applying Smart Solution to infrastructure and services
  2. Coverage and Duration
    • Mission Duration:- FY-2015-16 to FY 2019-20
    • Total Number of cities in India:- 100 (20 cities in FY 2015-16, 40 cities in FY 2016-17 & remaining 60 cities in FY 2017-18)
    • Total Number of cities allocated to State:- 4
  3. Selection of Smart City
    • Cities namely Jaipur, Udaipur, Kota and Ajmer have been selected as prospective Smart Cities.
    • MoUD, GoI vide letter dt. 25.07.2015 has been requested to approve the short listed above mentioned 4 cities as smart Cities. GoI is likely to issue notification shortly.
    • The bids from all eleven empanelled consultants for preparation of Smart City Proposals for 4 proposed Smart Cities have been received and have been evaluated. It is proposed to allot the works of different cities as under:

    The work shall be awarded as soon as notification for selection of Smart Cities is issued by MoUD, GoI.
    Completion period shall be 100 days from date of award of work.

  5. Financing of Smart Cities
    • Funds to be provided by GoI for each Smart City per Year :- 100 Crs (Total Rs. 500 Crs.)
    • Matching funds to be provided by State + ULB for each Smart City per           Year :- 100 Crs. (Total Rs. 500 Crs.)
    • Balance funds shall be arranged by State/ULB, own resources through Convergence with Other Government Schemes or through PPP partners.
  6. Implementation by Special Purpose Vehicle (SPV)
    • SPV has to be formed at city level for implementation of the scheme.
